In Russia there is necessity to provide an annual average growth rate not lower than 6-7%. Only high rates can guarantee the growth of national economy, and that must be the starting point of industrial policy. The paper proves that the support for energy resources is not efficient. The article describes the transition for innovation method of development and practice of various methods of management by means of it's implementation.
