The paper proposes a new approach to the formation of a system of continuous education in Russia. In addition to the traditional components of the system - educational institutions and businesses – the author substantiates the necessity of active participation of authorities, scientific and public organizations in formation of a system of continuous education; there are formulated the basic functions of the components of the system.
