The article deals with the problem of commercialization of university research through small innovative enterprises in the field of applied robotics and information technology. The authors show a fundamental contradiction between innovative entrepreneurship and regulatory framework in the area of small innovative enterprises. For consideration it is proposed a review of the state of the modern high-tech industry in Russia and abroad. Recommendations on measures to support the work of innovative enterprises from the university and the state are given.
