THE task of any state is to create a system of state bodies that will be able to function most effectively in order to streamline public relations and recognize a person, his rights and freedoms as the highest value. Such a task is only possible for a properly structured state system of law enforcement agencies. A comparative analysis of the organization of the activities of law enforcement agencies in Russia and China allows us to consider the issues of the identity of law enforcement agencies and the borrowing of international experience in the effective organization of law enforcement activities.
