Unitary enterprises of water and waste disposal, the situation in which has been characterized for a long time as a crisis, are reproached with the inefficiency of the system of financial and economic activity management. In addition, they are exposed to regulatory risks like no other business. The controlling system will improve the existing management system, identify threats in a timely manner, identify development factors and take preventive measures within the framework of anti-crisis management of a water and wastewater service enterprise.
