The content of the concept of a systems approach to management and technology of its development is described on the basis of the theory of operations research. The dynamics of the development of applied management directions emerged based on the concept of a system approach to management, such as: organization management, production management, innovative management, logistics, strategic management, quality management, personnel management, financial management, project management. The regularities of cyclic repetition of the features of the concept of the system approach within the framework of the repetitive phases of the cycle of economic activity are demonstrated.
