The article deals with the basic problems of preparing external management plans under modern Russian insolvency law, and their solutions. The proposed changes afford additional opportunities to improve the quality of external management plans and expand the circle of stake-holders documents can allow for. The solutions for the problems discussed are found in increasing the capacity of arbitrage and self-regulated organizations of arbitration managers.
