In modern Ukraine, the phenomenon of lobbying still remains outside the legislative field, despite the general trends towards democratization and institutionalization of instruments aiming to involve citizens in the formation and implementation of national policies. In the course of a long historical and political retrospective, the attitude to the concept of "lobbying", as well as to its subject and object, has changed. Modern science also does not have an unambiguous answer to the question of what is lobbying, scientists also differently assess the impact of this phenomenon on the development of civil society. The article analyses various approaches to the definition of lobbying compares the positions of domestic and foreign scholars, as well as encyclopedic sources; the common and distinctive features in defining the concept of the concept are singled out. In particular, domestic scholars place great emphasis on the fact that the object of lobbying is public authorities, not taking into account all the other set of actors in the public sector; foreign scholars emphasize the positive aspect of lobbying, through the involvement of citizens in the decision-making process. Encyclopedic sources often outline the legal framework for lobbying, highlighting its main features. As a result of the analysis, a list of the main aspects that are common to all the above sources i.e. forms a consensus basis for the concept of lobbying. These include the focus of activities on public decisions, regulations, legislative procedures, and actions of the state, as well as on stakeholders; a clear definition of objects of lobbying activity; conducting communication in public space, causing influence on public authorities and informal representation of interests in public decisions. Based on the above, the own concept was defined: lobbying is the activity of individuals or legal entities and/or their associations, aimed at representatives of public authorities and related persons, in order to influence certain actions or omissions in the rule-making process.
