The paper analyzes monitoring technologies as a means of increasing the effectiveness of lawmaking in the CIS member states in the context of a Eurasian perspective. The article summarizes new material on monitoring of the law enforcement, which, in combination with other monitoring technologies – regulatory impact assessment and actual impact assessment – significantly changes the content and forms of the process of creating law. The main content of the research is the analysis of the content of the main elements of the legal monitoring system. A comprehensive analysis of the monitoring of law enforcement is carried out as a procedure for assessing the results of the law enforcement practice of state bodies and local self-government bodies with proposals for further improving the mechanisms of legal regulation; assessing the regulatory impact, in which the economic effect of the adoption of draft regulatory legal acts is assessed, a forecast of legal regulation and an assessment of the actual impact is given, in which the results of the implementation of the current legislation are assessed. The idea is substantiated that only in the process of implementation of monitoring technologies it is possible to achieve the most complete harmonization of legal regulation.
