Decrees of the President of the Russian Federation on national goals and strategic objectives for the development of the Russian Federation until 2030 for the implementation of the Digital Economy project. Currently, within the framework of the system of economic transformation of the economy and the state of the world. The purpose of this work is to study digital systems and a systemstechnological approach in making management decisions. Since the vector of the world order is directed towards the development of remote electronic services and services, this contributes to the transformation of existing and the introduction of new economic systems based on digital technologies. This raises questions related to the employee's perception of information and his subsequent adoption of some, including managerial decisions. To make the most optimal decision, the article considers an automated method of spatial and economic research, which allows the analysis of the existing technical and economic indicators, by specialists with the appropriate competencies and skills, to evaluate and identify problematic points, to develop criteria for solving the problem and scenarios, to evaluate and select the most verified solution. To search for specialists with a certain set of cognitive functions, it is necessary to conduct testing and questioning of personnel. Cognitive functions are based on a person's intellectual ability. It is well known that these functions include memory, perception of information, imagination, abstraction, wisdom, logic, etc. To develop these functions, it is necessary to stimulate specialists to show initiative, search for innovative approaches, improve qualifications, professional retraining, participate in various conferences, publications, improve technical, technological and automated processes and production, etc. In turn, experts use cognitive schemes based on cognitive maps to generalize the generally accepted form of storing archival information or past experience with respect to a particular subject area. The development of a cognitive map allows you to simultaneously analyze several problem situations. If subjective assessments prevail in the map, then “soft” system analysis should be used, and vice versa, if the assessment is based on specific indicators, then “hard” system analysis can be aimed at optimizing the system.
