Ensino superior e organização da pesquisa: a economia da reforma do ensino no Brasil

O autor examina duas correntes de opinião sobre a reforma do ensino superior no Brasil. Uma defende o aumento dos gastos com o ensino fundamental, mesmo que em detrimento do ensino superior. Outra recomenda a expansão deste no país, mas sustenta que a reforma deve assegurar oportunidade de acesso a todos, além de reduzir as exigências para a criação de novos cursos e de promover a pesquisa, integrada ou não à atividade de ensino. O autor argumenta que a dissolução do vínculo entre pesquisa e ensino irá resultar em perdas, que devem ser deduzidas dos ganhos com eqüidade e desregulamentação. Conclui, então, que a reforma deve aperfeiçoar as interações entre as comunidades de pesquisa científica e tecnológica, sem colocar em risco a integridade de cada uma, já que ambas satisfazem bem, ainda que com objetivos distintos, o propósito de ampliar o estoque de conhecimento. The article analyzes two streams of thought within the current debate on higher-education reform in Brazil. There are those who advocate increased spending on elementary education, even if at the cost of higher education. Others recommend expanding higher education but contend that the reform must assure all citizens equal access to this education; requirements for creating new courses must be loosened; and research should be fostered, whether or not integrated with teaching activities. The article argues that breaking the bond between scientific research and higher education will prompt losses which must be deducted from any gains in equity and deregulation. In order to be efficient, the reform must enhance interactions between the scientific and technological research communities, without jeopardizing the integrity of either, since both quite satisfactorily expand our store of knowledge even though they have their own unique goals
