Our intention is to observe the way activity was organized for the solution of legalmatters by means of the preliminary ruling of the High Court of Cassation and Justice, toanalyze the first notification and the first decision of the special panel in civil matters, andsubsequently lay down proposals for the accountability of those involved in the newprocedural “mechanism”, already in use.
