We estimated that less than 5% (95% confidence interval, about 0.8–4.5%) of the fishing trips on the Cache la Poudre River, Colorado, were taken without a required license during summer 1988. This was determined from a random sample of 547 contacts. Fishing without a license was associated with angler age, state residency, and gender as it interacted with age. Anglers 15–19 years old had the highest violation rate: 8 out of 40 (20%) were without a required license. Education and enforcement aimed at reducing licensing violations can be made more efficient by directing efforts toward those user groups who contribute most significantly to the problem.
