Statistics on the hiring of women and minorities indicate that the hiring numbers are much improved but suggest the problem now may be entrance into management and executive positions. In some offices, the “glass ceiling”—an invisible barrier of subtle prejudices and destructive attitudes—exists and affects promotions and salaries on the basis of gender or ethnic background. This paper presents current statistics on the topic and the views of a mid‐level science manager selected recently for the federal Senior Executive Service (SES) Candidate Development Program (CDP). Characteristics common among those executives who have been successful and steps that aspiring managers can take to improve their chances of breaking through a glass ceiling are offered.
