Understanding the dimensions and effectiveness of an organization's programs requires periodic review and assessment. These evaluations are often conducted with the help of a team of external experts. For an evaluation to occur in an efficient and helpful manner, an agency must be committed to developing a protocol that outlines how the agency is to prepare for the review and what is expected of the team of external experts. The Fisheries Division of the Michigan Department of Natural Resources was recently asked to develop such a review protocol for evaluating its programmatic efforts. The following text details the protocol that may assist other management agencies in conducting effective program reviews. The protocol has two parts. The first outlines the necessary preparations to be made by the division prior to the review; the second details the role of the external review team. In developing these guidelines, we relied heavily on advice provided by the Cooperative State Research Service about planning and conducting reviews of academic programs (U.S. Department of Agriculture 1993).
