THIS ARTICLE DEFINES major political and demographic characteristics of an economically underdeveloped region—he Lower Mississippi Delta. It focuses on the relationship of the major Delta port cities, their periphery, and the effects of five major past federal and state intervention efforts in explaining rural underdevelopment in the Delta region.
