This artical documents an anthropologist's experiences in an applied research and development project with elderly minorities in the inner city. How, and to what extent, is collaboration between the anthropologist, professional colleagues, funding agencies, informants, and community groups conducive to grassroots development within the context of the political economy in which the program is being developed? Focusing on the natural history of the project, this study illustrates some of the complexities involved.
