Action theory is used to examine the role of student teachers in Nigeria as culture and change brokers. Their use of open elements in Nigerian society is explored. Specific examples of the ways in which they have used their positions as middlemen to become indispensable are given. The authors conclude with suggestions regarding the dangers of non‐developmental change in developing countries.
