Although formal education cannot single‐handedly bring about rural development, the rural primary school in Brazil, being practically universal, could make important contributions, especially through its potential to involve adults (parents) in democratic group decisions. The system in its present design, however, suffers the negative influences of partisan politics and financial policies that favor urban areas. The administrative structures are arranged in a rigid hierarchy that allows no space for participation of lower‐echelon members in upper‐echelon decisions. The rural school thus parallels other forces in Brazilian society in conditioning low‐income groups for passive, uncritical collaboration.
