The article is based on a report at a methodological seminar organized by the ERI FEB RAS, which aimed to consider some problems of the study of urban agglomerations in the context of «Spatial Development Strategy». The main attention is paid to those issues that have ambiguous coverage in the Spatial Development Strategy. Among them, the author considered the place and role of agglomerations to the spatial organization of society, the analytical tools for studying urban agglomerations, and, finally, the problems of regulating agglomerations
