The aim of this research is to investigate how PKL interpretation about the Relocation Policy, what the opportunities, threat, or ambivalence interpretation, to analyze and describe factors affecting that interpretation tendency. Giving the balance answer to the research focus, in this research qualitative and quantitative paradigm put in mutual position. With one sense, the quantitative approach is main approach, and qualitative approach is supporting approach (mixing method). To the main approach (quantitative) it will be represented by survey method using Spearman Rank Correlation Analysis as a tool to analyze factors that affect PKL interpretation to the relocation policy. The supporting approach (qualitative) is represented by “in-depth-interview” using Miles and Huberman interactive analysis as a tool in answering something that be related by emic meaning perspective from research that cannot be explained with quantitative approach alone. The results show that interpretation as introduction method the relation of stimulus and PKL response to relocation policy formed negatively. Negative interpretation shows that PKL at the Pasuruan Town Square see relocation policy as a threat in their business. Factors that affect the interpretation tendency are knowledge factor about the policy consequence, hope, ability, service, facility, socialization, and ethnicity factors.Keywords: Interpretation, Street Vendors, PKL, Relocation Policy, Pasuruan Municipal .
