Lei Rouanet e Pontos de Cultura

Resumo: O presente artigo busca analisar a história das políticas culturais do Brasil no período de sua redemocratização, ou seja, o período de inserção neoliberal, fazendo um recorte jurídico na teoria crítica para identificar erros e acertos na efetivação das garantias de direitos fundamentais culturais nas políticas adotadas, contrastando-se, para tanto, a Lei Rouanet com os Pontos de Cultura.  Abstract: This article seeks to analyze the history of cultural policies in Brazil during the period of re-democratization, which is the period of neoliberal insertion. For this purpose, it will be done a juridical clipping in the critical theory to identify errors and successes on the concreteness of the fundamental guarantees on cultural rights by the policies adopted. Therefore, the Rouanet Law will be contrasted with the Culture Points.
