In this article there were presented some results of research activity of the author in 2008–2010, and despite of limitation, offered key takeaways and recommendations continue to be relevant even today. The article includes an analysis of management system in Russian education during research period and determines an external liability of state harsher punishment, update of substantial and qualitative implantable measures of efficiency, and also registration of region specific nature in reforming of national education.
