The article deals with the creation of a rational system of textbooks, which is the central and at the same time the most difficult problem. Such a task is faced by the methodology of teaching foreign languages both in general education schools and in educational organizations of the Ministry of Internal Affairs system. The most reasonable general guidelines of the methodology and the specific recommendations resulting from them can be effectively implemented only through the medium of a textbook or training manual. At the heart of this rather popular view is a lack of understanding and underestimation of the tasks and difficulties that face the construction of an effective system of language teaching in general and in the conditions of a secondary school or university in particular and in particular. A rational textbook of a foreign language for any purpose can be created only as a result of serious research work that requires a preliminary examination of the sphere of language communication in which we strive to include the student. The demands of modern life for teaching foreign languages dictate the need for a different, more radical approach to the problem of textbooks. A series of school textbooks can fulfill its task only if it is a single coherent system of mastering strictly selected components of oral speech( speaking-listening), reading and writing in the volume established by the program.
