In connection with the development of the draft Federal Law, within which it is planned to establish a ban on the disposal of any land to January 1, 2018, for which in the State Real Estate Cadastre is no information about the location of boundaries, the issue of cadastral works in large numbers in the territory of one or more elements of the planning of the settlement structure, as well as on the territory of the horticultural, gardening and dacha non-profit associations of citizens. The bill is designed to implement an action plan to improve the quality of public services in the field of state cadastral registration of real estate and state registration of rights to immovable property and transactions with it, approved by Decree of the RF Government of 01.12.2012, № 2236-p. Therefore, the work was studied and suggested ways of optimization of works for establishment and change of urban features on the example of the Stary Oskol city, given an extensive description of the research object, studied and analyzed land use and development area studies, reviewed the data of State Real Estate Cadastre and shows the optimum work with them.
