In this paper, the major developments related to occupational health and safety in Australia over the last 20 years are reviewed As part of this review reasons are cited why Occupational Health and Safety has not developed more rapidly as an integral part of effective managment in Australia. An approach to safety management as it relates to quality management is outlined as a new strategy to assist in establishing Occupational Health and Safety as a real priority in the 1990's. The safety/quality scenario also allows for a reappraisal of what is meant by a healthy organistion that is able to survive with the rapidly changing environment of today.
