This paper is divided into three parts. Firstly a brief resume of the economic situation generally, leading on to what is today becoming known as the new emerging economy. Secondly it deals with OECD's work in the area of human resource development and some of the principal results that have eventuated. Thirdly, issues are addressed, which we feel at OECD are crucial to the rest of the century in the field of human resource development.
