Tertiary educational institutions are human resource organisations in that they deal almost exclusively in human resources; by far the greater part of their inputs, and virtually all of their outputs, are human; 70 to 90 per cent of their variable costs go to staff salaries. Given this situation, even very slight changes in the socio‐economic environment in which they operate can have immediate and serious personnel implications.
