Significant changes in the sociocultural situation observed in modern society are characterized by social stratification, the importance of personal contribution and responsibility, a growing interest in understanding the needs and opportunities and the formation of an active position of the young man. Young people, having social mobility and adaptability, traditionally have a steady interest in practical participation in the issues of transformation and reform of society. The young man's ability to show initiative is an indicator of his level of readiness for social activity in later life. Support for this is the main task of youth organizations. Objective of the research: theoretically substantiate and develop directions for improving the activities of youth public organizations in the formation of sociocultural competencies of young people. Tasks of the research: 1. Conduct a theoretical and methodological analysis of the state of knowledge of the problem of the formation of sociocultural competences of young people. 2. To study the normative bases of the activity of youth organizations in the Russian Federation. 3. To explore the socio-cultural potential of youth organizations. 4. To designate technologies for the formation of socio-cultural competences in youth organizations. 5. To analyze the tools for the formation of socio-cultural competences of youth in youth organizations of the Republic of Ingushetia of the Russian Federation. 6. Theoretically, to justify and develop ways to improve the activities of youth organizations in the formation of socio-cultural competencies. Theoretical and practical relevance of the research: the problem of formation of social and cultural competences of youth in the activity of youth associations at the theoretical and methodological level is studied, the conceptual apparatus of the problem is clarified, allowing to single out its social and educational aspects, the interrelation of the concepts used. Practical significance is connected with the possibility of using the results in the practice of forming youth initiatives in the socio-cultural activities of youth organizations, in the activity of pedagogical detachments, as well as in developing models and structure of the educational work of higher education institutions, and leaders of youth public associations. Results of the research. In the course of the study, it was revealed that the organization of social and cultural activities in the youth association, which contributes to the formation of the youth initiative, is an urgent need for today. The notion of "sociocultural competence of young people" is clarified, which we consider as a person's ability to independent, purposeful, active socially significant actions developing in the collective in the process of daily activities. The main goal of forming the sociocultural competencies of youth in the activities of youth associations is the development of the level of readiness for interaction in various social situations with the aim of achieving the set goals and the ability to build constructive relations in society; Responsible attitude to activity, skills of goal-setting and designing of own activity; ability to quickly change the strategy or tactics in the light of emerging circumstances. At the regional level, we examined the state of youth policy in the Republic of Ingushetia and tools for the formation of sociocultural competencies at the level of the youth organizations of the republic. The main problem is the lack of a developed infrastructure, a network of clubs and centers, organized both by the youth bodies and by local public organizations. To date, in the Republic of Ingushetia, there are almost no such clubs, and the need for their creation is urgently needed. The program of additional education of youth of sociocultural profile of club type which can be successfully used in work of the youth organizations is developed. Participation of young people in the activities of youth organizations ensures the formation of socio-cultural competences if it becomes a sphere in which the natural needs of young people in freedom and independence, active activity and self-expression are fully revealed. Sociocultural competencies are formed in the aspect of personality development, mediated by communication, the processes of mastering and appropriating the values of culture. For this, the orientation of the activity of youth organizations on the integral development of the individual as the highest value is relevant. Recommendations. The developed program of additional education of youth of a sociocultural profile promotes the development of sociocultural competencies, develops a culture of communication and interaction skills in the modern society. This program can be successfully used in the work of youth organizations for the formation of sociocultural competencies of young people.
