Abstract The Greek economy tries to track down ways to overcome recession. The question is whether it will choose to become a low‐cost economy or it will also try to upgrade its production's sophistication. Emphasis on research, technology and innovation (RTI) may contribute to the latter, and EU's smart specialization practice is offering favourable conditions for the prioritization of this area of public policy. The paper examines the Greek case, focusing on the impact that smart specialization has on the national and sub‐national level in terms of RTI governance, presenting and assessing the main aspects of its implementation, so far in Greece.
