Two decades of market relations, specific ‘federation‐regions’ communications, unequal industrial capacities and natural resources sufficiency combined with the global economic crisis and recent WTO accession are all features that make up framework of regional economic development in R ussia. They exclude any uniform approach and require application of a flexible regional policy with due account of regional specifics. In this paper we examine the development of regional economy in R ussia regarding modern conditions and analyse various approaches to designing adequate regional policy. Special emphasis is put on regional impact of the WTO accession and cluster‐based approach to regional development.
