Accessibility of land data and information integration in recently‐independent countries: Timor‐Leste case study

Land data is critical for planning and administration, yet in developing countries this resource is often poorly managed and inaccessible. In recently independent countries, the problem is exacerbated through removal of data, necessitating a fresh start. To address the problem, we investigate and suggest solutions for legal, administrative and technical issues of land data integration in Timor‐Leste. A data access interface was scoped with users, prototyped and tested. The prototype's viability and usefulness to the national land agency and stakeholders (private and public) was measured. The prototype was found to be viable, and helpful in anticipating the form that a future land information system (LIS) should take for Timor‐Leste.
