This article is a report of a three‐year project to develop subject area certification examinations in foreign languages for the state of Florida. The project was carried out by foreign language educators at each stage of implementation: research, writing, validation, pilot‐testing, editing, and scoring. This teacher‐directed project of certification test development can serve as a model to other states engaged in similar efforts.
