The writer conducted a support‐constraint analysis among secondary school superintendents in western Pennsylvania to determine: 1) general attitude toward foreign language study on the secondary and college levels; 2) forces operating within the secondary schools which deter foreign language study; and 3) perceived reasons for the study of a foreign language. The overall results of this study indicate that district superintendents do not place a high value on the study of foreign languages either in the secondary schools or in colleges. Such findings suggest that efforts should be directed toward a reeducation of secondary school superintendents on the merits of foreign language study.
