Government officials and the study of policy‐making

This article explores the utility of studies of policy‐making for government officials in Canada. It argues that as the policy process has become more involved, so officials need greater knowledge and skill, and that the study of policy‐making in North America now provides insights which can help officials. To support these arguments the author examines a variety of already published case studies of policy‐making in Canada, the United States and England. Using them as examples, he show how the study of policy‐making can help officials both to understand and to cope with such phenomena as: the obstacles to change common in particular stages of policy‐making; the impact of bureaucratic politics upon the fate of policy initiatives; new developments in federal‐provincial relations and in patterns of interest group activity; and the contribution to policy development offered by social science research. Sommaire: L'autenr de cet article examine I'utilité, pour les hauts fonctionnaires canadiens, des études sur la formulation des politiques. Il sontient que plus le processus se complique, plus les fonctionnaires ont besoin de connaissances et de competence, et clue l étude de la formulation des politiques en Amérique du Nord la rende maintenant disponible des connaissnnces qui peuvent leur être utiles. À l'appui de ces arguments, l'auteur examine toute tine variété de cas despèce, déjà publiés au Canada, aux États‐Unis et en Angleterre. Il niontre à I'aide de ces esemples comment I'étude de la prise de décision politiqrie peut aider les hauts fonctionnaires à comprendre et à affronter des phénoinénes tels que les obstacles au changement, courants à des stades particuliers de la formulation des politiques, I'impact des politiques bureaucratiques sur le sort réservé aux innovations, les nouveaux développements en inatèLre de relations fédérales‐provinciales et de scénarios d'activité de la part des groupes de pression, et, finalement, la contribution a l'élaboration des politiques qu'apporte la recherche en sciences sociales.
