. The object of this paper is to describe, in the first part, the content of the total operating budget of the branches, as well as the objectives for cost reduction initially incorporated in it. The second part explains the budget standardizing operation, better known as “budgetary base review”. The latter's purpose was to improve efficiency in resource allocation, while insuring a more equitable sharing by the branches in the total of the monies available.
