. The British North America Act says very little about the allocation of responsibilities for the administration of public law. In default of any attempt to clarify the constitutional roles of provincial and federal governments in this area, a complex net of executive accommodations has evolved. Policing is one such area in which both levels of government have constitutional responsibilities the national government by virtue of such legislation as the Criminal Code, and the provinces because of their powers over the administration of justice. The resulting complexities and overlap have complicated two areas of police activity. The first involves the link between the framing of legislative policy and the policies governing the discretion to invoke legislative norms; the second has been to sensitize the administration of public law to pressures for regional diversity. Policing as a governmental function has been subject to the same centrifugal tendencies that have moulded the character of other legislative and administrative institutions in Canada. Sommaire. En l'absence de toute tentative de précision des rǒles respectifs, l'activité poli‐cière est l'un des secteurs dans lequel les deux niveaux de gouvemement ont des responsabilités constitutionnelles, le gouvemement national en vertu de législations telles que le code criminel, et les provinces à cause de leur autorité sur l'administration de la justice. Les complexités et empiètements qui en décou‐lent ont compliqué deux aspects de l'activité policière. La premier a trait à la liaison a établir autre la formulation de la politique législative et le pouvoir discrétionnaire des policiers d'invoquer l'application de certaines normes. Le second conceme le besoin de sensibiliser l'administration du droit public à la diversité régionale. L'activité policière a été soumise aux měmes forces centrifuges qui ont faconnié le caractère de divèrses autres institutions legislatives et administratives canadiennes.
