Establishment of minimum stream flows on most streams in arid areas of the west will create serious water conflicts. Much economic activity is dependent upon a limited water supply. to attempt to reallocate water to maintain minimum flows will cause severe disruption to planned uses of water and to weak segments of the economy such as irrigated agriculture.
