The paper addresses the basic dilemma for a water authority in how best to achieve the balance of risk sharing to obtain satisfactorily low competitive prices for its works whilst maintaining the possibility of the widest choice of options. It discusses the advantages of design and construct contracts and how these can be applied to meet the authority's objectives. Consideration is given to the demands placed on the client and how inherent disadvantages can be overcome. Comments are made arising from the authors' experience and questions are posed regarding the ability of the industry to meet the challenge.
