SYNOPSIS T he paper traces the development of water services in Europe and their separation in most countries from other aspects of environmental management. Increasingly, decisions regarding management of the environment, both in relation to human health and protection of the ecosystem, have to be made on an inter‐sectoral basis. The interdependence of different parts of the ecosystem is emphasized together with the importance of pathways, involving transfer between air, water, soil, and biological tissue. Effective co‐ordination among the various sectors involved in environmental management is now a minimum requirement at national, regional, and local levels, and the pros and cons of fully integrated management are explored.
