Mental health programs which facilitate prevention and remediation within the school system are indicated by large numbers of children at risk for problems. Counseling, consultation and communication activities to promote mental health can readily be provided by school health personnel. Barriers to the development and implementation of a mental health program include problems in staffing and communication as well as a continued illness orientation of the health professional.
