This article expresses the views of a man well qualified to discuss the vital topic of law enforcement and its relation to minority groups. Mayor Cavanagh therefore persuaded Judge Edwards to leave his position as a Justice of the Supreme Court of Michigan and assume the responsibilities of Police Commissioner of Detroit.
