  This article discusses the redevelopment of a significant area of Wellington city's waterfront, centred on the Chaffers Park district between the national museum, Te Papa Tongarewa, and Oriental Bay. This site is now being transformed into Waitangi Park. The analysis seeks to determine whether or not the redevelopment will be successful, by assessing the wider context of the issue and evaluating the perspectives of stakeholders.
