This article argues that integrated outcomes from a merger between water managers and regional development agencies are likely to be more effective in terms of employment creation than the output from the individual entities. There is potential to accommodate the needs of the riverine ecosystems and add value to water without reducing the economic benefits to those with substantial vested interests in the irrigation industry in the north west of NSW.
