Participation in the school lunch program declined nationwide and in New York State between 1979 and 1981. A two‐stage model of county‐level program participation in New York is developed and implemented to isolate the legislative effects of the Omnibus Budget Reconciliation Acts of 1980 and 1981 (OBRA) from demographic and economic effects. Simulation results suggest that OBRA increased program participation; declining enrollments were the major factor in the reduction of overall participation.
