IN BRIEF Cycle time reduction is a key element of logistics strategy, in which purchasing can play a pivotal role. Time‐related mistakes made by purchasing and materials managers cause dysfunctional ripples throughout the remainder of the supply chain. This article develops a reliable and valid scale to measure purchasing's involvement in timebased strategies and tactics, and examines how the adoption of these activities impacts departmental design and structure.
