One of Africa's most promising recent oil prospects, Chad, is struggling to raise its output. Despite new discoveries, the country's output is well below planned levels. The situation has not been improved by a dispute over taxes between the government and two of its main foreign oil producers. This appears to have been resolved, but the government continues to complain that Chad receives too little for its oil exports.
