With 25, or almost 30% of the world's crude distillation capacity, Europe constitutes the most important refining region in the world. At a time, though, when much of the rest of the world is engaged in a rush to increase capacity ( see 'The Month in Brief', passim ), Europe is lagging well behind in terms of its current expansion plans.
