January 2006 saw the introduction of cleaner fuels in Sub‐Saharan Africa's most important market, South Africa. Lead was removed from petrol and the sulphur content of diesel was reduced. Unfortunately for the country's oil consumers, the refining industry underestimated the time it would require to switch over to the new fuels, and insufficient products were manufactured as a result, leading to panic buying and shortages.
