Faced with a a growing deficit in refined products, the US is looking increasingly to Latin America for new supplies. Refiners there are responding by announcing new crude distillation and upgrading projects. The US is unlikely to feel the full benefit of such schemes, however, since demand within Latin America is rising as well.
